About the Work Area
These roles are part of the Strategic Policy and Evaluation business unit of Treasury, which works closely with key service delivery agencies to provide advice to Government on policy settings, budgets and financial performance.
The Performance and Evaluation Group 3 Directorate provides advice to Government and helps shape investment and policy settings on a diverse range of initiatives, services, projects and broader socio-economic issues for the State, with the Law and Order and Education and Training teams being a part of this Directorate. Both teams also work closely with the Treasury Aboriginal Affairs Coordination Unit to support consideration of opportunities to improve outcomes for Aboriginal people and communities and progress deliverables against the National Partnership Agreement on Closing the Gap.
About the Role
We currently have two exciting temporary vacancies which we are looking to fill for up to 12 months (with the possibility of an extension). We are looking to fill the roles either at Level 5 or Level 6, dependent on the successful applicant’s experience, skills and abilities against the capabilities and the role.
These vacancies are within the Law and Order and Education and Training teams who are responsible for analysing, assessing and providing strategic advice on:
- policies directed at improving education services and student outcomes, including early childhood education and care;
- investments in school buildings and other school infrastructure across the State;
- policy initiatives, resource allocation decisions, ICT and infrastructure projects to support agencies in the delivery of justice, legal and prosecution services, policing and road safety;
- the effectiveness and efficiency of programs across both the education and justice portfolios.
In these roles you will be required to:
- review financial performance and resource allocations, oversee significant infrastructure projects, and work in partnership with stakeholders in the formulation of agency budgets;
- conduct analysis of investment proposals and key strategic issues, and assess and evaluate policy and financial risks to support effective and value for money outcomes for the State;
- provide solutions-focused advice to Treasury Executive, the Treasurer, and the Government’s Expenditure Review Committee and Cabinet; and
- build and maintain relationships with key stakeholders to facilitate collaboration and support the delivery of Government priorities.
The work is dynamic and challenging and, through working in partnership with Government agencies, provides a real opportunity to make a difference.
About You
We are looking for proactive individuals who have an inquisitive mind with the ability to anticipate issues, ask pertinent questions, seek out information, and then research, interpret and apply relevant information to form recommendations regarding financial and policy matters. An awareness of the broader strategic and political context and to be able to apply this context to policy considerations and recommendations is also essential. An understanding of financial information is not required, however is preferred.
In these roles you will be required to work closely with the agencies in the education and justice portfolios at various levels, so the ability to build, maintain and nurture excellent stakeholder relationships and be able to deliver key messages clearly and concisely, both in written and oral format is critical for you in this role.
It is essential that you can work independently, but are also an effective team member, as you will be required to work as part of a larger team to deliver on key outputs for the same agency. The nature of the work, aligned to State Budget and Mid-Year review processes, is cyclical and will have peak periods, therefore resilience, and the ability to complete work efficiently and meet tight and competing deadlines is critical.
The successful applicant will need to meet the Treasury Capability Framework outlined in the role statement and be able to align with Treasury values of Solutions focussed, Committed people, Working collaboratively and Making a Difference.
Previous experience and knowledge of accounting and financial information is not required, however is desirable. Appointment to the position and level will be based on the applicant’s capacity to undertake the role at the level requirement and commensurate with the Treasury Capability Framework.
This process may be used to fill future, similar permanent or fixed-term positions that may arise across Treasury or the broader public sector within 12 months from completion of this process.
