The Opportunity:

Westport is seeking an experienced and strategic Senior Manager Financial Services to lead financial management, budget strategy, funding planning and business partnering across one of Western Australia's most significant infrastructure programs. Reporting to the Executive Director Commercial and Corporate, you will provide leadership across the full financial function, ensuring Westport is well positioned to deliver its strategic objectives today while preparing for future growth and organisational evolution. This is not a standard machinery-of-government finance role: Westport's budget runs into the billions of dollars, and you will need financial leadership experience gained in a large, complex program to help lead Westport's finance function through its transition from a government department into a standalone statutory authority that continues to manage public funds.

Leading a high-performing finance team, you will oversee financial operations, budgeting, forecasting, financial modelling, reporting and governance, while providing trusted advice to senior leaders on complex financial, investment and funding matters. You will play a key role in shaping funding strategies, coordinating budget submissions and supporting engagement with State and Commonwealth agencies to secure investment that enables the successful delivery of the Westport Program.

This is a unique opportunity for an accomplished finance leader to influence major infrastructure planning, help drive strategic decision-making and contribute to a program that will transform Western Australia's future freight and trade network.

Your impact will be through:

• Leading Westport's financial management function, including budgeting, forecasting, reporting, financial modelling and governance to support informed decision-making.
• Developing funding, financing and investment strategies that support the long-term sustainability and successful delivery of the Westport Program.
• Providing strategic advice and leadership through State and Commonwealth budget processes, business cases, funding proposals and investment planning activities.
• Establishing and maintaining a program-wide cost breakdown structure, so each of Westport's major projects and the Program as a whole has reliable actuals and forecast reporting to support funding and investment decisions.
• Building influential partnerships across government and key stakeholder groups to advance Westport's strategic priorities and funding objectives.
• Driving continuous improvement across financial systems, controls, processes and reporting to enhance organisational performance and capability.
• Leading, developing and empowering a high-performing finance team that delivers trusted business partnering and customer-focused financial services.

What sets you apart:

The panel will be assessing applicants against the following suitability requirements:

• Demonstrated leadership and extensive experience managing large-scale, multi-billion-dollar budgets and financial operations within a complex, dynamic environment at a strategic level.
• Strong understanding of funding and financing mechanisms for major programs, including State and Commonwealth budget processes, business case development and investment planning.
• Demonstrated experience designing and embedding cost breakdown structures or comparable budgeting frameworks for mega-programs, delivering reliable actuals and forecast reporting across multiple major projects and at the program level.
• Experience operating within a large, complex public entity outside standard machinery-of-government arrangements, with sound judgement in managing public funds and maintaining full financial accountability through a period of significant organisational change
• Proven ability to build trusted relationships, influence stakeholders and achieve outcomes through effective negotiation and engagement.
• Demonstrated capability to improve financial processes, systems and service delivery while leading and implementing organisational change.
• Highly developed conceptual, analytical and strategic thinking skills, with experience providing advice and leadership in complex environments.
• A degree qualification in Finance, Economics or a related discipline, together with CPA (Certified Practising Accountant) or CA (Chartered Accountant) qualification.

There is currently one (1) full time, fixed term appointment contract up to 30 June 2028 with the possibility of extensions and/or permanency available for immediate start.
