About the role
The Executive Manager Operations and Capability provides strategic leadership across operations, capability, policy, and logistics to ensure integrated, responsive, and high-performing service delivery. The role drives operational excellence through strong stakeholder engagement, informed planning, and a focus on emerging risks and whole-of-government priorities.
The position provides executive oversight of the Sheriff's Operations Centre (SOC), ensuring it operates as a critical 24/7 coordination hub that supports statewide operational awareness, real-time decision-making, and effective cross-agency collaboration.
As a senior leader, the Executive Manager Operations and Capability advises the Sheriff and executive leadership on strategic and emerging operational issues, using data and insights to inform policy, drive continuous improvement, and strengthen organisational performance. The role also leads a future-focused capability agenda, ensuring the workforce has the skills, systems, and resources needed to meet current and future operational demands.
The Sheriff’s Office of Western Australia plays a vital role in supporting the justice system and community safety across the State. Our responsibilities include:
- Enforcing civil court orders
- Enforcing fines, penalties and infringement notices
- Serving witness summonses on behalf of the State
- Delivering court and tribunal security and custodial services
- Managing jury services across Western Australia.
Suitability Requirements
Through the recruitment process, we will be looking for a candidate who can demonstrate skills, experience and attributes in relation to the following:

Builds Productive Relationships - Demonstrated ability to build, maintain and influence effective relationships with senior stakeholders, government agencies and external partners to support collaboration, service delivery and shared organisational outcomes.
Exemplifies Personal Integrity and Self-Awareness - Demonstrated sound judgement, professionalism and resilience, with the ability to lead through complexity, manage risk effectively, and model the behaviours and values expected of a senior leader.
Communicates and Influences Effectively - Highly developed communication and influencing skills, with the ability to provide clear strategic advice, present complex information to diverse audiences, and use data and insights to inform decision-making, policy development and organisational improvement.
The suitability requirements outlined will be what the panel will assess throughout the selection process.
Eligibility
• It is a requirement that the position holder is successful in obtaining and maintaining a Negative Vetting Level One security clearance for the duration of their appointment in the position. Only Australian Citizens are eligible to hold the Negative Vetting Level One security clearance.
• The position holder must possess a current valid motor vehicle driving licence.
