Director Workforce Strategy & Programs
Level 8 | Fixed Term – 12 months
This position is available for a 12-month fixed-term contract, with the possibility of extension and/or permanent appointment.
About the role
Landgate is entering an exciting phase of People & Culture transformation. With a redesigned operating model soon to be in place, we are seeking an experienced enterprise leader who can turn intent into action and help shape what comes next.
As Director Workforce Strategy & Programs, you will be the strategic second-in-charge within the People & Culture function and lead Landgate’s future workforce agenda. Bringing together workforce planning, organisational development and design, leadership, capability, culture, talent and analytics, your mandate is clear: ensure workforce strategy translates into measurable organisational change.
Working with Executive and senior leaders, you will shape workforce priorities, lead significant transformation, strengthen internal capability and connect workforce strategy with the organisational outcomes that matter most.
What you will be doing
- Shaping the enterprise workforce agenda, translating organisational strategy and emerging challenges into clear workforce priorities.
- Lifting organisational capability and performance through targeted leadership, capability, culture and organisational interventions.
- Turning strategy into sustained change, ensuring major workforce initiatives are implemented, embedded and evaluated for impact.
- Strengthening workforce decision-making through evidence, insights and analytics.
- Building sustainable capability, leading a multidisciplinary team and connecting expertise across People & Culture and the broader organisation.
For further information, please contact Agnes Elstone, Director People & Culture on 9273 7648 or Agnes.Elstone@landgate.wa.gov.au
What you bring
You are a credible enterprise leader who thinks in systems, not silos, brings strategic depth without becoming trapped in strategy, and can move complex workforce challenges into action.
You will bring demonstrated experience:
- Leading significant workforce, organisational development, capability or transformation agendas in complex organisations.
- Influencing Executives on organisational capability, culture, design and performance.
- Leading complex change from diagnosis and design through to implementation and benefits realisation.
- Building high-performing multidisciplinary teams and using evidence and workforce intelligence to shape organisational priorities.
Above all, you can demonstrate organisational outcomes, not simply HR outputs. Experience in the WA public sector or similarly complex environments is advantageous.
How you lead matters
You navigate complexity with curiosity, steadiness and sound judgement. You challenge constructively, focus on the work that will make the greatest difference and adapt when the evidence or environment changes. You build capability in others, bring people with you and lead with fairness, integrity and a commitment to public purpose.
