This is a fixed term, full time vacancy available for 12 months, with the possibility of extension, for a further 6 months and/or permanency, subject to business requirements.

About the role

The Principal Project Officer will lead the transitional and implementation planning required to support Justice Health and Wellbeing Services to operationalise the new statewide Mental Health Support Unit at Casuarina Prison.

The position will coordinate the translation of the endorsed Model of Care into a detailed Service Model and supporting operational arrangements. This includes oversight of referral and admission pathways, clinical and custodial workflows, workforce mobilisation, service specifications, governance arrangements, procedures, training, equipment, technology, external service interfaces, staged activation and operational readiness requirements.

Working closely with clinical, custodial, corporate, workforce, infrastructure and external health stakeholders, the Principal Project Officer will:

  • Develop and maintain integrated implementation, transition and operational readiness plans;
  • Coordinate the development and finalisation of the Service Model, procedures, workflows and supporting implementation products;
  • Monitor project milestones, dependencies, risks, issues and readiness requirements;
  • Support workforce establishment, recruitment sequencing, onboarding, orientation and training;
  • Facilitate stakeholder consultation, workshops, decision-making and resolution of implementation issues;
  • Coordinate clinical, custodial and operational readiness assessments before staged service activation;
  • Ensure alignment between infrastructure, workforce, equipment, technology, governance and service delivery requirements;
  • Prepare high-level briefings, submissions, reports and governance documentation;
  • Support the transition of project responsibilities and deliverables into sustainable business-as-usual ownership; and
  • Monitor implementation against the endorsed Model of Care and ensure proposed variations are appropriately assessed and governed.

The role will provide high-level professional and strategic advice to the Project Director, Strategic Corrections Projects, and other senior stakeholders. The position will undertake complex research, analysis and consultation to identify emerging issues, evaluate options and develop practical responses that support safe commissioning and consistent service delivery.

The Principal Project Officer will operate as a positive change agent, building effective stakeholder relationships, promoting collaboration and continuous improvement, and delivering high-quality outcomes within a complex, time-critical project environment.

Suitability Requirements

Through the recruitment process, we will be looking for a candidate who can demonstrate skills, experience and attributes in relation to the following:

Project Leadership and Coordination - Demonstrated experience leading and coordinating complex projects within a large, multi-disciplinary environment, including the management of competing priorities, dependencies and stakeholder expectations.

Stakeholder Engagement and Collaboration - Ability to build and maintain effective working relationships, consult and negotiate with diverse stakeholders, and work collaboratively to achieve shared outcomes.

Strategic Thinking and Problem Solving - Demonstrated ability to undertake complex research and analysis, apply critical thinking, identify risks and issues, and develop practical solutions to support informed decision-making.

Planning, Delivery and Results Focus - Proven ability to establish priorities, monitor progress, manage competing demands and deliver high-quality outcomes within agreed timeframes.

Leadership and Change Management - Ability to lead through change, support and influence others, foster positive working relationships and contribute to a culture of continuous improvement and professional excellence.
