The role
Procurement and Contracts sits within the Finance Directorate and partners across the Department to deliver contemporary, practical and value-adding procurement services. The team provides strategic advice, leads complex sourcing and contracting activity, strengthens governance and supports better decisions through data, technology and trusted relationships.
This is an opportunity to shape procurement as a strategic enabler of departmental and WA Government priorities, while helping build a capable, sustainable and future-focused procurement profession.
As General Manager Procurement and Contracts, you will lead a specialist team and influence leaders across the Department to deliver strong commercial outcomes and sustained public value. You will provide high-quality, evidence-based advice to executives; guide significant procurements, negotiations and contract management matters; and ensure governance, risk, integrity and probity are embedded in practical, proportionate ways.
You will build trusted partnerships with business areas, suppliers and government stakeholders, positioning procurement as an early, solutions-focused partner rather than a gatekeeper. You will also use systems, spend and supplier data to improve insight, transparency and performance, while identifying savings, emerging risks and opportunities for innovation. Just as importantly, you will coach and develop your team, uplift procurement capability across the Department and champion continuous improvement.

While this selection process will initially be used to fill the above vacancy, it may also be used to fill other similar vacancies (permanent, fixed-term, full-time or part-time) within the department and across the WA public sector for the next 12 months, from the date that the recruitment breach period has been finalised.
Eligibility
To be eligible for a permanent appointment, applicants must be an Australian citizen, permanent resident, or have a visa to live and work indefinitely in Australia at the time of application. Applicants with a valid visa to work and live in Australia for a specific duration may be assessed and considered suitable for similar fixed term vacancies that arise.
Should a qualification be required for this position, applicants must provide their certification and/or academic transcripts to verify relevance to the job requirements. Qualifications obtained outside of Australia must be provided with an assessment from the Overseas Qualifications Unit to ensure they meet Australian Standards (this is a free service).

- Extensive experience and success in leading a contemporary procurement and contracts team in the provision of customer service to a complex and growing organisation.

- Highly developed conceptual and analytical skills including demonstrated experience in providing analysis and reporting on issues, trends and risk implications for future policy and service delivery.
