About the job
1x Full-Time Fixed Term opportunity for 12 months with the possibility of extension and/or permanency.
This is a leadership role within our People & Culture team, where you will shape how we support leaders and teams to deliver impact for the Western Australian community. Leading a team of HR Business Partners and HR Administration Officers, you will provide trusted, values-led advice on workforce and employee relations matters. Partnering closely with leaders, you will offer clear, risk-informed guidance, helping navigate complex situations with sound judgement, care and integrity, and ensuring decisions align with legislation and Lotterywest’s values.
You will also drive consistency and quality across HR Business Partnering operations, strengthening governance, policies and continuous improvement. In doing so, you will build capability and a collaborative, high-performing culture. You will manage complex investigations, union and industrial matters, and use data-driven insights to support decision-making, enhancing organisational effectiveness and delivering a contemporary, responsive people experience.
The role has the following key areas of focus:
- Leadership and Management - Leads and coaches Business Partners and HR admin function on the delivery of contemporary human resources practice and industrial instrument application and interpretation.
- Business Partnership – Works in partnership with the business areas in the delivery of human resources expertise, advice and builds the capability of senior managers to manage people matters with confidence.
- Employee and Workplace Relations – Subject matter expertise and leadership of complex and sensitive people management issues and resolution.
- Human Resources Governance - Develops, reviews and implements workforce policies, procedures and best practice to promote a fair and equitable environment and delivers key expertise in employment and industrial frameworks applicable to the public sector environment.

- A pro-active and detail-oriented People & Culture leader to lead our team of HR Business Partners
- An experienced operator with strong understanding of complex industrial and employee relations matters, and ability to lead investigations
- A strong communicator and networker, someone who wants to connect with the business to provide quality P&C services

- Substantial experience in HR leadership across business partnering, employee and industrial relations, and people operations within a complex commercially focused environment

- Substantial knowledge and experience of employment practices, standards and industrial instruments within a government setting with an ability to interpret and apply complex industrial frameworks in the delivery of commercially focused business outcomes.
