About the Role

This position requires liaising with staff, volunteers, and external stakeholders to develop and maintain State Emergency Service (SES) and Marine Rescue (MR) training products, prepare written reports, conduct training and assessments, facilitate consultation, and undertake projects as required. 

Leadership Behaviours are applicable to this role, and you are expected to demonstrate the relevant behaviours aligned to the context of Leading Others. Additional details on expected behaviours are attached.

Position Responsibilities

  • Lead and manage a small team.
  • Provide or facilitate the provision of subject matter expertise advice relating to SES and MR related training or equipment development or implementation.
  • Participate in or maintain oversight in the delivery of trial courses delivered in developing SES/MR training products.
  • Achieve and maintain currency as a Trainer Assessor in SES/MR Hazard Management Agency roles.
  • Provide advice on the veracity and priority of SES and MR Initiation or Improvement Requests.
  • Work with others in Learning and Development to aid the progress of training product development, quality assurance and publication.
  • Research and maintain an awareness of contemporary tactical techniques applicable to all SES and MR roles, including those used by other agencies nationally and worldwide.

Prerequisite

Successful applicants must have the following prerequisite:

  1. Accredited Level 1 Incident Controller or endorsed DFES Level 1 Incident Controller in hazards relevant to Natural Hazards and technical rescue.

You will be required to provide evidence of the above during your assessment.

To be successful in this role, you will be required to demonstrate the following key requirements: 

  1. Proven leadership skills, with the ability to communicate and maintain relationships with a variety of stakeholders, including volunteers and subject matter experts.
  2. Experience in responding to and managing natural hazard incidents including flood, storm, cyclone, road crash rescue and technical rescue.
  3. Demonstrated organisational skills with a proven ability to plan, coordinate and deliver projects.
  4. Well-developed computer skills sufficient to operate Microsoft Office and other software used to develop training.
  5. Demonstrated understanding of contemporary community centred emergency risk management principles and arrangements.

Employment Conditions and Additional Information

DFES is an emergency services organisation, and all employees may be required to work or travel outside of normal business hours to assist with emergencies and additional allowances may apply.

Additional Information:

  • This position will be required to work regular weekends and evenings out of normal business hours (300 hours per annum – annualised hours conditions apply).
  • Additional allowances may be applicable to this position.
  • Required to be on call as part of the state duty roster.

Please Note:

  • The successful applicant will be temporarily appointed into the position and will be required to successfully complete the District Officer Development Program (DODP) within 24 months of commencement to obtain the position permanently. If after 24 months the appointed person has not completed DODP, their contract may be terminated.
  • If you are a current DFES employee and have not completed DODP within 24 months of commencement, you will be unable to secure the position permanently and you will revert to the rank you held immediately prior to being temporarily appointed.

National Police Certificate

A condition of employment for new employees of DFES is that a current National Police Certificate (less than 3 months old) is provided prior to commencement.  

Choice of Super

The Fire and Emergency Services (Superannuation Fund) Regulations 1986, prevents DFES from offering choice of super for permanent appointments. Those appointed permanently, only have the following two options:

  • Remain with their existing GESB Superannuation account; or
  • Join the Fire and Emergency Services Superannuation Fund (Click here for more information).

Those appointed on a fixed term contract do have choice of super, however if converted to permanent, employees will need to choose one on the two options listed above.
