The work area
The Procurement Policy and Strategy business unit is responsible for a whole of government approach to procurement policy including administration of the Procurement Act, procurement systems and intelligence as well as whole of government common use arrangements and assurance functions that efficiently meet the business needs of government agencies, manage risks and deliver value for money.
The Department of Treasury and Finance currently operates under two sets of organisational values, following its formation on 1 July 2025. The values of clarity, empathy, growth and collaboration continue to guide everything we do in Procurement Policy and Strategy. In time, as we settle in our new structure and culture, we will collaboratively develop a unified set of values that represent who we are as the Department of Treasury and Finance.
The role
Procurement Manager, Level 6
The Procurement Manager role provides professional procurement advice to clients, and develop and/or manage, significant and medium-risk Common Use Arrangements and whole of government contracts. This involves developing strategic reviews, procurement plans, tender documents and evaluation reports, and contract management plans.
The position provides expert support and advice for all types of procurement; consult with government agencies, industry, and the community, and maintains positive and effective stakeholder relationships. This position also works closely with internal and external stakeholders to promote compliance with the Department’s standards, processes, and procedures.
This position operates in Personal Leadership context. This means that you are required to demonstrate personal accountability for delivering excellence and support your team and agency in delivering strategic goals. You will be expected to build and nurture relationships and be willing to seek feedback and learn.
Senior Procurement Manager, Level 7
The Senior Procurement Manager provides professional procurement advice to clients and business units across the Department and develops and/or manages complex and high-risk Common Use Arrangements and whole of government contracts. This involves developing strategic reviews, procurement plans, tender documents and evaluation reports, and contract management plans, as well as negotiation and consultation with stakeholders.
The position will manage the Department’s procurement service offerings to provide expert support and advice for all types of goods and services procurement . Defining and facilitating better practices; working closely with stakeholders and contract managers and teams to ensure compliance with the Department’s standards, processes and procedures.
This position operates in the context of Leading Others. This means that you will motivate and enable others to deliver high quality work. You will balance time between doing the work and coaching, guiding and developing others. This requires a significant shift in thinking from ‘doing’ to supporting others to ‘do good work’; and consideration of present and future needs when allocating time to the team and projects you lead. You will articulate how work is to be done, providing clear direction and feedback.
The ideal candidate
We are looking for highly motivated and adaptable individuals with strong strategic, analytical and problem‑solving skills. You will have the ability to supervise others, work collaboratively and build effective relationships, using sound interpersonal and negotiation skills to deliver quality procurement outcomes. Resilient and accountable, you will work independently with minimal supervision. You will proactively identify issues, providing clear advice, data and recommendations to leaders.
