This position is offered as a twelve (12) month contract/secondment opportunity until April 2027.
THE OPPORTUNITY
The State Intelligence and Command (SI&C) portfolio is seeking a highly capable and motivated Program Manager to join a multi-disciplinary team to contribute to the successful delivery of the portfolio's diverse and complex range of initiatives that directly support intelligence‑led and frontline policing across Western Australia.
As an inclusive, analytical and highly organised professional, you will actively contribute to supporting frontline police officers to keep our community safe. You will see the tangible outcomes of your work through improved intelligence capability, communications, systems and service delivery that directly support frontline police officers and command decision making.
You will be responsible for the high‑quality management of a range of intelligence, corporate, communications, technology and data‑driven projects that strengthen operational, technical and tactical capability. These initiatives support personnel operating across some of the most isolated, challenging and unique policing environments in the world, requiring delivery approaches that are adaptable, secure and operationally informed.
THE ROLE
Program Managers play a critical role in delivering SI&C priority initiatives and projects to build capability, improve functionality and maximise the resource and investment opportunities in ways that reduce risk, cost and deliver greater value to front line officers and wider Agency.
This includes management of deliverables, oversight of capital and recurrent budgets to uphold fiscal responsibility, strategic planning, stakeholder and relationship management (including with vendors) and staying abreast of industry trends to make informed decisions that contribute to the advancement of the agency.
Key accountabilities include:
- End‑to‑end management of projects including scope, schedule, risks, issues and dependencies.
- Oversight of capital and recurrent budgets, ensuring fiscal responsibility and compliance with WAPOL financial and procurement requirements.
- Strategic planning and contribution to portfolio‑level outcomes aligned to State Intelligence and Command priorities.
- Proactive stakeholder and relationship management across command leadership, intelligence units, ICT, corporate services, vendors and inter‑agency partners.
- Monitoring industry trends, emerging technologies and best practice approaches relevant to policing, intelligence, communications and analytics to inform project decisions.
The role requires the ability to strategically navigate the intersection of frontline policing, intelligence operations, Government policies and processes, inter‑agency communications, technology, tradecraft and business analytics. This ensures the effective optimisation of technological, human and financial resources to enhance the operational capability, safety and effectiveness of frontline police officers and intelligence practitioners.

Applicants are asked to submit a maximum one (1) page Statement of Claim demonstrating their experience in project management, with a particular focus on stakeholder engagement within complex or sensitive operational environments.
Your response should include:
- A clear example of a project you have delivered in a highly dynamic environment
- How you have delivered, detailing how you engaged with multiple stakeholders to understand and analyse their requirements.
- How you researched and evaluated products, services or solutions to meet operational or business needs.
- The governance, risk and management controls you implemented to successfully deliver the project.
- How your approach enabled you to overcome challenges, manage competing priorities and deliver outcomes aligned to organisational objectives.
Applicants are also required to submit a comprehensive Curriculum Vitae (CV). Your CV should provide enough detail (dot points are sufficient) to allow the selection panel to assess your skills, experience and qualifications relevant to the Key Accountabilities of the attached Position Description Form.
The CV must also include the names and contact details of two (2) referees who can comment on the applicant’s ability to satisfy all of the Essential Work-Related Requirements. Applicants should nominate at least one immediate (most contemporary) supervisor/manager unless exceptional circumstances exist.

OTHER CONDITIONS
Whilst this selection process will initially be used to fill the above vacancy, it may also be used to fill other similar vacancies throughout the metropolitan area. In addition to this, should the successful applicant decline or vacate the advertised position, then the panel may select another suitable applicant from this selection process. Both of these options remain valid for a period of twelve (12) months from the initial date of the appointment.
