The Team
The Regulation and Quality Directorate exists to uphold the highest ethical and professional standards. Protecting interests and people within the areas of Child Safety; Disability Services; Seniors and Veterans and those in financial hardship, Regulation and Quality works to assess applications, encourage, monitor, and investigate compliance and build capability through community engagement.

The Education and Care Regulatory Unit (ECRU) approves and monitors early childhood education care services in WA and are looking for applicants who are committed to the aims of the Department - to protect children from harm and ensure high quality care is provided in early childhood education and care services.
The Working with Children Screening Unit (WWCSU) aim to safeguard children through the ongoing collection and assessment of information that is relevant to whether a child may be exposed to a risk of harm if an individual is engaged in child-related work. The Education and Care Legislation and Intergovernmental Relations (ECLIR) unit is responsible for providing input into the ongoing development and review of the National Quality Framework for early childhood education and care services in Western Australia. The team review, develop and enact legislative amendments to improve the operation of the Education and Care Services National Law and provide advice on early childhood education and care policy and legislative matters.

What is a Talent Register?
This Talent Register is an online portal that allows you to register your interest for short term contract opportunities (up to 12 months) at the Department of Communities within ECRU, WWCSU or ECLIR.

The Opportunities
ECRU:
Level 3 Compliance Support Officer ($86,439 - $92,795) - work as part of a team undertaking various compliance and administrative functions, with a focus on compliance monitoring, investigations and processing applications and notifications in accordance with relevant legislation and policy requirements.
Level 4 Investigations Officer ($95,782 - $100,526) - conduct investigations following notifications of Incidents or Complaints and preparing and analysing evidence to determine an Enforcement action(s), make recommendations and collate case information that is admissible for Court proceedings and present evidence and information at proceedings in accordance with relevant Legislation.
Level 4 Assessment Officer ($95,782 - $100,526) - working as part of a team you will provide assessments in relation to the quality of service provided by Early Childhood Education and Care (ECEC) Providers consistent with the standards of the National Quality Framework, and carry out routine Investigations, including Site Visits, to ensure compliance and quality improvement.
Level 5 Data Analyst ($105,167 - $114,938) - responsible for the collection and collation of data and preparation of division wide financial and performance reports. Maintain key data series and manage the tools and systems used to store data used in reporting. You will also produce templates and design modes to analyse the viability of projects and programs.
Level 5 Senior Assessment Officer ($105,167 - $114,938) – challenge yourself in this role with complex and difficult Regulatory Assessments throughout Western Australia of the quality of Service provided by approved Education and Care Providers consistent with the Standards of the National Quality Framework, and subject to delegated Authority, will determine various levels of approvals. You will also be expected to train and support Assessment Officers to achieve improvements in professional standards.
Level 5 Senior Investigations Officer ($105,167 - $114,938) - Conduct investigations of serious incidents or complaints while preparing and analysing evidence to determine any enforcement action, make recommendations on prosecutions, collate case information, provide education to relevant stakeholders on compliance and licensing matters, conduct quality assurance reviews on investigations, processes, policy and procedures, assist in the development of investigations that comply with professional standards and protocols.

WWC Screening Unit (& NDIS Support)*:
Level 2 Customer Support Officer ($76,912 - $82,464) - provide quality customer service as the first point of contact for members of the community accessing the Working with Children Screening Unit’s services while assisting them to understand their obligations under the Working with Children (Screening) Act 2004 (WWC ACT). Use your skills to identify, understand and resolve customer support issues in relation to application processes, online services and related matters.
Level 3 Screening Officer ($86,439 - $92,795) - process and assess record checks in accordance with relevant policies, standards and legislations, ensure information management systems and data interpretation are maintained, evaluate and monitor procedures and processes while contributing to the reporting and development of policy and procedures.
Specified Calling Level 2 Senior Assessing Officer ($112,266 - $123,008)* - assess applications in accordance with legislation, approved standards and delegations. Using your knowledge of the dynamics of abuse and offender behaviour (as it relates to children and people with disability), you will be responsible for undertaking forensic risk assessments of applicants identified as having criminal records and other concerning conduct that may pose a risk to children and/or people with disability

ECLIR:
Level 6 Senior Legislation and Strategy Officer ($120,457 - $132,753) - formulate policy while reviewing and developing legislation with an emphasis on the education and care services sector. You will also provide advice in response to requests from the Minister's Office, key stakeholders, members of the public and the media on matters related to the operation and interpretation of education and care legislation administered by the Department.
