About the Work Area
The Office of the Deputy Under Treasurer supports priorities that fall across Treasury and across Government, through the oversight of the State finances, Infrastructure Strategy and Performance, Budget Coordination and Transport, and Financial Policy and Operations directorates.
This role sits in the Financial Policy and Operations Directorate within the Deputy Under Treasurer’s office.
The Directorate plays a lead role in Treasury’s leadership in financial management across the sector in administering and providing advice on whole of government Treasury operations. This includes cash flow management and liquidity, investment of the Public Bank Account, Consolidated Account Debt management and the monitoring and mitigation of operational and financial risks.
About the Role
This role assists with the critical function of monitoring government’s substantial cash inflows and outflows, formulating cash flow forecasts to ensure sufficient liquidity to meet Government’s requirements, and contributes to strategic decisions regarding investment and debt management strategies.
Work requirements for the role include (but are not limited to):
- Assisting the Senior Analyst Treasury Management with managing cash and liquidity, to support the effective functioning of the Western Australian Government sector, ensuring that critical balances are not overdrawn;
- Contributing to the preparation of accurate daily and long-term cash flow forecasts for the Public Bank Account, which is comprised of approximately 300 individual bank accounts and transactions totalling over $200 billion per annum;
- Preparing regular and ad-hoc reports, such as the weekly Liquidity Report;
- Ensuring that relevant policies and procedures documentation is updated and reviewed;
- Assisting with calculating and arranging the payment of interest on interest-bearing accounts within the Public Bank Account;
- Building and maintaining effective relationships with internal and external stakeholders to achieve desired outcomes, including Treasury’s State Finances, Western Australian Treasury Corporation, the State Government’s banker and an array of government agencies; and
- Assisting, as required, with other Treasury Operations tasks such as establishing and maintaining bank accounts for the Public Bank Account arrangement.
About You
We are looking for a resilient individual who displays a strong work ethic, being able to work autonomously to manage own work deliverables and who can also actively collaborate as part of a larger team. Having an ability for continuous learning and development as well as the capacity to deliver mutual benefits through knowledge sharing and building positive relationships is also essential.
This role also requires an individual who is adaptable and flexible, with the ability to complete work efficiently and be able to meet tight and competing deadlines. Being able to thrive in a high-risk environment and having experience in the preparation of financial forecasts, cash flow management functions, together with an interest and knowledge of banking, finance and financial markets is highly advantageous.
The successful applicant will need to meet the Treasury Capability Framework outlined in the role statement and be able to align with Treasury values of Solutions focussed, Committed people, Working collaboratively and Making a difference.
This process may be utilised to fill any similar permanent or fixed term opportunities (full-time or part-time) at this level that may arise in the next 12 months across Treasury and the wider WA public sector.
