Organisational overview

The Lotteries Commission (trading as Lotterywest) and the Western Australian Health Promotion Foundation (trading as Healthway) operate under the leadership of one Chief Executive Officer and two boards with a common Chair. The offices of CEO, Lotterywest and CEO, Healthway are held as concurrent appointments.

Lotterywest operates under the Lotteries Commission Act 1990 and delivers the State-run lottery business which generated sales revenue of over $1.2 billion in 2023. It operates in collaboration with other Australian state and territory-based lotteries and has a Western Australian network of approximately 500 Lotterywest retailers across the state.

Lotterywest is responsible for returning its profit to the WA community through the development and delivery of community and statutory grants, as determined in the Act. In 2023, $351.5 million was returned via both direct and statutory grants to support Western Australian organisations. The direct grants program is available to not-for profit organisations and local government authorities to support grassroots and community initiatives and is guided by the Community Investment Framework. As specified in the Act, statutory grants are allocated to health, culture and sport. The respective Minister for each of these portfolios is responsible for the subsequent distribution of these funds.

Healthway operates under the Western Australian Health Promotion Foundation Act 2016 and is responsible for the promotion of good health. This is achieved through grant funding and partnerships in health, research, sports, the arts and the community to address preventable health issues, and support health promotion activities and research.

Primary purpose of the role

The CEO provides efficient, effective leadership and sets the strategic direction of Lotterywest and Healthway, informed by an understanding of the current and future role in providing services to stakeholders, government, and the community. The CEO ensures good governance through strategy, culture, relations, performance, compliance, and accountability.

As a strategic leadership role, the CEO is required to harness information, identify opportunities, and apply innovation to resolve complex problems. Further, the CEO will lead and implement change, manage uncertainty, negotiate persuasively and exercise excellent stakeholder engagement and management.

The CEO ensures operational efficiency and effectiveness and maintains proper standards of financial management and accounting, monitoring administrative and financial performance, to support a culture of continuous improvement.

Further, the CEO provides expert independent advice to two Boards, two Ministers and government, supports sector-wide initiatives and the implementation of whole-of-government priorities.


Selection Criteria

The role of the CEO is critical to organisational and sector-wide performance. The selection process includes assessing applicants against the following the expected behaviours in the context of the requirements of these positions.

Expected behaviours
The Public Sector Commission has defined expected behaviours of all leaders in the public sector. The CEO must, at a minimum, demonstrate the following expected behaviours in order to be successful in this position:

Delivery on high leverage areas – You explore new opportunities for your agency and challenge the status quo to contribute to the creation of long-term future value.
Build capability – You proactively develop leaders to deliver future value to your agency and the broader sector.
Embody the spirit of the public service – You understand the importance of displaying the spirit of public service in all your decision making, interactions, and professional activities.
Lead adaptively – You demonstrate a willingness and ability to learn and apply your knowledge, skills and experiences in new and challenging situations.
