About the Work Area
The roles sit within the Health and Mental Health Directorate of the Strategic Policy and Evaluation Business Unit who work closely with key service delivery agencies to provide advice to Government on policy settings, resource allocation, and agencies’ financial and service performance.
The Directorate covers ‘all things health and mental health’, with WA Health and Mental Health Commission making up over 30% of the State’s operating budget, and with a capital works program averaging around $600 million annually (including multiple major projects with an estimated cost of over $100 million each).
Our main focus is the annual State Budget where our team advises Government on funding proposals to inform decisions on health and mental health services, policy, and projects, including resource allocation. We perform extensive analysis (quantitative and qualitative) and consultation to balance service delivery needs and financial objectives of Government.
We are a high-performing team that works on some of the State’s most complex projects and issues. We are also proud of our supportive and inclusive atmosphere created by a diverse range of people with different skills and experience. We support each other to work on interesting and challenging projects and also focus on developing new skills through a range of training and development opportunities.
About the Roles
We have two (2) exciting new permanent roles available who will each play a lead role in the team by analysing and providing advice on business cases, budget submissions, and policy proposals, as well as the performance of WA Health and the Mental Health Commission, with a particular lens on ensuring value for money outcomes.
There is never a dull moment in this team as you will address and provide advice, and ultimately influence Government decision making on a range of diverse and high-profile issues on a day-to-day basis. This may include advising on hospital services funding (with hospital services expenditure worth around $8 billion per year), large capital projects such as the new Women’s and Babies Hospital, significant contracts, cost and demand modelling, performance analysis, the implementation of reforms such as the Sustainable Health Review and Ambulance Ramping Strategy, and negotiations with the Commonwealth on health reform.
About You
You do not need a background in the health sector or accounting for these roles.
You will work closely with the Department of Health and the Mental Health Commission in analysing budget funding submissions therefore the ability to critically analyse complex issues, build and maintain effective working relationships and deliver advice clearly and concisely is critical.
We are looking for proactive individuals who can work both autonomously and as part of a larger team to deliver on key outputs. The nature of the work, aligned to State Budget and Mid-Year review processes, is cyclical and will have peak periods, therefore the ability to complete work efficiently and be able to meet tight and competing deadlines is critical.
Applicants are expected to be able to meet the Treasury capability framework as outlined in the role statement and align with Treasury values of Solutions-Focussed, Committed People, Working Collaboratively and Making a Difference.
This process may be used to fill future, similar permanent or fixed-term positions that may arise within the Department within 12 months from the completion of this process.

- Two referees in your application or CV (preferably recent supervisors) who can comment on your skills, abilities, depth of experience and work performance. Referees will often be required to return completed reports within one week of your interview, therefore it is important to keep your referees informed during the process.
It is anticipated that further assessments will be held early August 2023.
A variety of assessment tools may be used throughout the process such as the use of behavioural and cognitive testing, and video interviewing. If this is to occur, applicants will be advised of this during the appropriate stages of the process.
