The Opportunity 
As Procurement and Contracts Manager, you will lead the delivery of procurement, contract management and supplier performance functions across the Commission. Reporting to the Director Finance and Business Services, you will provide specialist advice, develop and manage complex procurement and contracting activities, and support value-for-money outcomes that enable secure, impartial and effective election delivery. 

This specialist role combines both strategic oversight and hands-on delivery responsibilities. You will plan procurement approaches, prepare tender and evaluation documentation, advise on probity and risk, support contract formation, and manage supplier performance across business-as-usual and election delivery environments. 

You will maintain procurement and contract management frameworks, registers, templates, records and reporting processes that support transparency, accountability and audit readiness. Working closely with internal stakeholders, central agencies and suppliers, you will help build procurement maturity, improve processes and ensure supplier arrangements support Commission priorities. 

The role sits within the Capability and Performance Division, in the Finance and Business Services Directorate. 

About You 
You are an experienced procurement and contract management professional who can combine strategic thinking with practical delivery. You understand government procurement requirements, probity, risk management and value-for-money principles, and you know how to turn those requirements into clear, well-documented and defensible procurement outcomes. 

You are comfortable leading complex procurement processes from planning through to contract formation, including market approaches, evaluations, negotiations and recommendations. You bring strong written communication skills and can prepare procurement plans, tender documents, evaluation reports, briefings and contract documentation to a high standard. 

You build trusted relationships with business areas, suppliers and government partners, and you are confident providing practical advice that helps people make good decisions. You can monitor contract performance, identify emerging risks, support timely escalation and contribute to continuous improvement in a complex operating environment. 

Above all, you bring sound judgement, integrity and a service-focused approach. You can manage competing priorities, influence quality outcomes and support reliable procurement and supplier arrangements that help WAEC remain ready to deliver elections when required.
