The Budget Management and Analysis Branch forms part of the Financial Planning and Resourcing Directorate within Education Business Services. The Branch plays a critical role in ensuring effective corporate budget oversight and financial sustainability across the Department. It is responsible for managing the Department’s budget at a corporate level, delivering comprehensive financial reporting, overseeing cash management, and providing strategic budget management and advice to central and regional offices.
The Branch also coordinates Full Time Equivalent (FTE) reporting and supports capital works budget reporting to ensure alignment with organisational priorities and government requirements. Through robust financial analysis, governance and advisory support, the Branch enables informed decision-making and promotes accountability, transparency and responsible resource management across the Department.
The Role
The Specialist Services function is responsible for coordinating and managing the Department’s forward estimates and internal budget processes across central and regional offices. The role oversees cash flow management, monitors expenditure, revenue and staffing FTEs, and provides detailed financial reporting and projections to support informed decision-making. It also maintains budgets within the Department’s financial systems, supports corporate reporting tools, implements government financial management initiatives, and develops budget management policies, practices and resources. The preparation of briefing papers, correspondence, confidential reports and parliamentary or ministerial responses is undertaken to support executive and Director-level requirements, alongside the provision of specialist budget advice to program managers.
The role contributes to effective branch operations through leadership, mentoring and performance management of staff, ensuring alignment with Directorate objectives and compliance with Public Sector Performance Management Standards and Departmental policy. It supports a safe and inclusive workplace, monitors staff leave liabilities, contributes to change management initiatives, and represents the Branch on relevant committees and working parties as required.
A strong customer and stakeholder focus underpins the role, including the continuous improvement of financial services and the development of financial management training programs and resources. The position establishes and maintains collaborative relationships with internal and external stakeholders to strengthen communication, enhance service delivery and ensure access to specialist expertise.

4. Demonstrated highly developed interpersonal and communication skills to undertake productive consultation, collaboration, negotiation and build effective relationships with key internal and external stakeholders on complex financial issues.
6. Demonstrated substantial experience in the use of financial management information systems and budget tools.
