About the role

Do you have a passion for leading and managing teams to deliver exceptional financial management and budget processing?

CITS is seeking applications from dedicated and experienced leaders to fill a number of upcoming Director roles in our Finance Directorate.

We currently have one permanent, Director Management Accounting role available on a full-time basis (75hrs p/f) with this pool also anticipated to fill roles within External Budgeting and Finance Business Partnering in the future.

Responsibilities of the roles include: 

Strategic Management and Leadership

  • Provides strategic direction, leads and manages their team ensuring outputs and strategic priorities are delivered to agreed standards, timeframes and budget. 
  • Contributes to relevant strategic projects and planning processes for the Finance Branch and Corporate Services and more broadly as required. 
  • Translates Department and whole of Government strategy and objectives into budgeting and reporting processes that are effective across a range of stakeholder business requirements. 

Budget Management 

  • Leads the development and management of the Department’s budget including ensuring timely coordination and review of Budget Submissions and the preparation of Budget Papers, Royalties for Regions Submissions and Budget Estimate inputs. 
  • Coordinates the Budget Estimates Files and provides oversight to the overall product. 
  • Manages the Mid-Year Review, Supplementary Funding and Carry-Over processes for the Department and Statutory Authorities. 
  • Leads and promotes a business partner model in the delivery of specialist analysis and financial management advice to business operations. Advises business units on Department/Governmental financial initiatives and the development of financial strategies to optimise the use of financial resources and ensure effective performance. 

Communication and Relationship Management 

  • Works collaboratively with peers across the Finance Branch to deliver integrated and aligned financial services and outputs to meet the requirements of internal and external stakeholders. 
  • Collaborates with the CITS Executive team and leads stakeholder relationship management with business units to understand business imperatives and to meet service delivery requirements. 
  • Manages the Department’s relationship and communications with the Department of Treasury and liaises with the Minister’s office in relation to funding requests. 

Successful applicants for these roles will possess the below role related skills:

  • A relevant tertiary qualification in accounting or related discipline
  • Substantial experience in budgeting and management accounting in large complex organisations, including business case preparation, knowledge of Treasury processes, and the ability to contribute to the development and implementation of a robust financial management framework
  • Substantial experience and skills in the use of contemporary financial management and reporting systems with strong skills in data analysis, and a high level of conceptual and analytical ability to solve problems of a complex nature
  • Demonstrated high level of stakeholder engagement skills including the ability to build relationships with senior managers and ability to influence strategic and tactical decisions
  • Experience in developing organisational capability in the practical application of accounting policies and financial reporting standards and practices in line with relevant legislative and regulatory frameworks
  • Proven ability to respond under time pressures whilst maintaining quality and consistent outcomes
  • Significant experience and well-developed skills in leading and managing teams.
