Lead budget strategy and procurement governance in a complex public sector environment.
About the role
The State Solicitor’s Office (the Office) is seeking an experienced and capable Manager External Budgeting to provide strategic and operational leadership across the Office’s external budget management and procurement functions.
Reporting to the Chief Financial Officer, this role is responsible for coordinating the Office’s budget submissions, including forward estimates, budget variations and supplementary funding proposals, and managing relationships with WA Treasury. You will provide high‑level financial advice to support executive decision‑making, including financial analysis, scenario modelling and preparation of briefing materials for Government and Parliamentary processes.
You will play a key role in ensuring financial sustainability, aligning resources to government priorities and maintaining compliance with legislative and regulatory requirements, including the Financial Management Act 2006 and Treasurer’s Instructions. This includes overseeing the integrity of financial data and reporting frameworks to support strong governance, audit and accountability outcomes.
The role also provides oversight of procurement governance, ensuring activities are conducted in accordance with the Procurement Act 2020 and Western Australian Procurement Rules, and deliver value for money outcomes. Working closely with internal stakeholders and central agencies, you will contribute to the development of procurement and financial policies, build organisational capability, and drive continuous improvement across budget management and procurement practices to support the effective delivery of organisational priorities.

About you
To be successful in this role, you will need to demonstrate:
- Demonstrated experience leading budget processes and financial management activities, including external funding submissions and engagement with central agencies.
- Strong knowledge of Financial Management Act requirements, Treasurer’s Instructions and procurement frameworks, with the ability to apply these in practice.
- Highly developed communication, stakeholder management and leadership skills, with the ability to influence decision‑making and deliver high quality outcomes.
